When encountering a citizen or suspect who doesn't obey a police officer's commands, chances are he or she doesn't understand what the police officer is saying, either because he or she doesn't speak English, is intoxicated or deaf, or is disoriented. If the citizen or offender speaks Spanish, use the phrases from the list of possible situations that a police officer may encounter.
